Knoxville Opens Applications for 2025 CDBG and Homeless Funding

Knoxville invites nonprofit applications for housing and homelessness funding by January 31, 2025.

The City of Knoxville’s Housing and Neighborhood Development Department will start accepting applications from nonprofit organizations on January 31, 2025. These applications are for initiatives that align with the City’s objectives in supporting low- to moderate-income neighborhoods and households by providing decent housing, a suitable living environment, and expanding economic opportunities. Additionally, the funding aims to reduce and prevent homelessness in the city.

Applications for the Community Development Block Grant (CDBG) Program will be available on January 31, 2025, at KnoxvilleTN.gov/Development. These grants are funded by the U.S. Department of Housing & Urban Development (HUD) and address the city’s high-priority needs, which are being identified through a public-input process for the 2025-2029 Five-Year Consolidated Plan. A draft of this plan will be open for public review and comment in April 2025, with draft priorities accessible at KnoxvilleTN.gov/ConsolidatedPlan.

The Homeless Grants Program aims to fund local agencies whose proposals focus on reducing and preventing homelessness using federal Emergency Solutions Grant (ESG) funds and local finances allocated by the City of Knoxville.

To be eligible to apply, all applicants must attend a technical assistance workshop. Workshops are scheduled at the Public Works Service Center, located at 3131 Morris Ave, with the following options available:

**Homeless Grants Program:**

– Thursday, February 6, 2025, from 2:30 to 3:30 p.m.

– Wednesday, February 12, 2025, from 10:30 to 11:30 a.m.

**CDBG Program:**

– Thursday, February 6, 2025, from 3:30 to 4:30 p.m.

– Wednesday, February 12, 2025, from 9:30 to 10:30 a.m.

Applications must be submitted through Zoom Grants by 4:30 p.m. on Friday, February 21, 2025. Technical assistance with the Zoom Grants platform is available for applicants.
