City of Murfreesboro 2025 Open Enrollment Guide

Open Enrollment for Murfreesboro employees ends November 8 at 4:30 p.m.

Open Enrollment for the 2025 insurance benefits for all full-time City of Murfreesboro employees is currently ongoing and will conclude on Friday, November 8, at 4:30 p.m. During this period, employees have the opportunity to enroll in, terminate, or update their Medical, Dental, Vision, and Flexible Spending Accounts (FSA), including Medical Reimbursement, Dependent Care, and Voluntary Life Insurance.

Employees are encouraged to log onto Munis Employee Self Service (ESS) to review their current benefits and make any necessary changes. They can either select new options, opt for no changes, or decline coverages. Those not wishing to alter their Employee Voluntary Life plan are advised to select ‘no changes’. Assistance is available through Karen Heyduck via email or phone, or by contacting the payroll department if further help is needed.

The Flexible Spending Account (FSA) provider for 2025 is Inspira Financial. The annual limits for the Medical FSA plan range from a minimum of $250 to a maximum of $3,200, with a $660 rollover to the 2026 plan year. For dependent care, the limits are from $250 to $5,000. Employees must enter a per-pay period election amount rather than an annual amount during open enrollment. Inspira Financial will offer FSA 101 Training in January, with specific guidelines on receipt verifications for card transactions.

For the 2025 plan year, the City introduces a new Employee Assistance Program (EAP) vendor, Cigna, which provides six annual visits to employees and eligible dependents. Additionally, certain city personnel such as Sworn Fire, Sworn Police, Communications, and Crime Scene Techs will receive an extra 12 visits, totaling 18 annually. This group will also have access to a dedicated Emergency Responders Support Line.

Employees adding new dependents to any plans must provide verification of eligibility by January 31, 2025. Required documentation includes a marriage license for spouses and a birth certificate for dependent children, to be sent to the benefits department. Murfreesboro, Tennessee, has installed a new Safe Haven Baby Box at Fire Station 4, providing a secure and anonymous option for parents unable to care for their infants. This box triggers a sensor alerting first responders when a baby is placed inside. This initiative aligns with Tennessee’s Safe Haven Law, allowing safe infant surrender without fear of prosecution. There are 11 Safe Haven Baby Box locations in Tennessee and 272 across the country, all offering a safe, temperature-controlled environment for surrendered infants.
