Six Indicted on Murder Conspiracy Charges in Jail Fentanyl Death

Six individuals indicted for conspiracy to commit second-degree murder in connection with a fentanyl death in Nashville jail.

The ongoing investigation into drug smuggling within Nashville’s jail system has resulted in new indictments against six individuals, including four inmates, a former correctional officer, and a civilian. These individuals face multiple charges, including conspiracy to commit second-degree murder.

The investigation, initiated by detectives from the Specialized Investigations Division’s Neighborhood Safety Overdose Unit and supported by the Davidson County Sheriff’s Office Investigative Services Unit, began after inmate Daniel Prisco, 18, was found dead in his cell on September 19, 2023. An autopsy confirmed Prisco’s death was due to acute fentanyl toxicity. At the time of his death, Prisco was awaiting trial for felony aggravated assault and felony reckless endangerment.

The investigation uncovered a network of inmates and accomplices involved in smuggling drugs into the jail. Emmanuel Webb, 30, currently awaiting trial for a 2023 first-degree murder indictment, and his associate Devin Popejoy, 28, were found to have orchestrated drug deliveries into the jail. Popejoy allegedly facilitated drug-related communications between Webb and other parties. Both Webb and Popejoy face charges of conspiracy to commit second-degree murder, engaging in a fentanyl delivery conspiracy, and conspiracy to distribute contraband in a penal institution. Webb additionally faces charges of fentanyl delivery.

Previously indicted in July on felony meth and fentanyl charges, Webb and Popejoy face new charges and Popejoy has surrendered on the new indictment.

Former Davidson County Sheriff’s Office Correctional Officer Charles Kelley, 23, is also indicted. Kelley faces charges including conspiracy to commit second-degree murder, engaging in a fentanyl delivery conspiracy, fentanyl delivery, and conspiracy to deliver contraband into a penal facility. Kelley was arrested while employed by the Rutherford County Sheriff’s Office.

Inmates William Sigsby, 28, and Joshua Young, 38, are charged with conspiracy to commit second-degree murder, fentanyl conspiracy, fentanyl delivery, and introducing contraband into a penal facility. Former Davidson County inmate Matthew Calhoun, 27, currently housed at Bledsoe County Correctional Facility, faces similar charges.

This case highlights the ongoing challenges and complexities of preventing drug smuggling within correctional facilities.

Arrest Made in Fatal Apartment Shooting

Jabaree Q. Jones, 19, has been charged with criminal homicide for the shooting death of Charmaine Goodloe at Overlook Ridge Apartments on August 26. Goodloe was shot just before midnight while sitting in a breezeway and later died at Vanderbilt University Medical Center. Jones was identified as being in the suspect vehicle and was apprehended; further arrests are expected.
