Knoxville Man Sentenced for Child Enticement

Dominique J. Starr receives a 15-year sentence for child enticement charges.

On August 22, 2024, Dominique J. Starr, 29, from Knoxville, Tennessee, was sentenced to 180 months imprisonment by United States District Judge Thomas A. Varlan in the United States District Court for the Eastern District of Tennessee at Knoxville. Following his incarceration, Starr will undergo supervised release for twenty years and will be required to register with state sex offender registries and comply with special conditions for sex offenders during this period.

Starr agreed to plead guilty to a charge of enticement of a child in violation of 18 U.S.C. ยง 2422(b) as part of a plea agreement filed with the court.

Court documents reveal that in October 2022, Starr began interacting online with an undercover FBI agent in Portland, Oregon, who he believed was a 13-year-old female. Over several months, Starr solicited nude photos and sex from the agent, who was posing as a minor. He also made threats to stalk, kidnap, and rape the purported minor. Further investigation revealed contact with undercover agents from two other FBI offices, where Starr similarly solicited nude photos and discussed meeting for sex. The FBI obtained search warrants for Starr’s social media accounts, which showed he was in contact with approximately 47 other individuals, purportedly minors aged between 9 and 17 years old.

The announcement was made by U.S. Attorney Francis M. Hamilton III of the Eastern District of Tennessee and FBI Special Agent in Charge Joseph E. Carrico. The investigation was led by FBI Special Agent Jason Stewart, and Assistant United States Attorney Jennifer Kolman represented the United States.

This case is part of Project Safe Childhood (PSC), a nationwide initiative launched by the Department of Justice in May 2006 to combat child sexual exploitation and abuse. PSC utilizes federal, state, and local resources to locate, apprehend, and prosecute individuals who exploit children sexually, and to identify and rescue victims. Clarksville Man Indicted on Multiple Charges

Kenneth Moore, a 45-year-old man from Clarksville, Tennessee, has been indicted on charges of robbing, assaulting, and raping three women while brandishing a weapon and being a felon in possession of a firearm. If convicted, he faces a mandatory minimum of 7 years and up to life in federal prison.
