Murfreesboro Approves FY25 Community Development Plan

The Murfreesboro City Council approved the FY25 Annual Action Plan for community development and housing needs.

The Murfreesboro City Council has approved the FY25 Annual Action Plan and Subrecipient Awards on Thursday, July 18, 2024. This plan outlines local priorities and allocates approximately $1.3 million to address community development and housing needs. It is submitted to the federal Housing and Urban Development (HUD) to receive Community Development Block Grant (CDBG) program funds.

“The City’s Annual Action Plan serves as a roadmap for Community Development projects funded by HUD,” stated Community Development Director Robert Holtz. He further explained that the plan supports the use of CDBG funding for FY25 by identifying projects designed to assist the community, particularly in areas with the greatest concentrations of poverty and blight.

Covering the period from July 1, 2024, to June 30, 2025, the Community Development Annual Action Plan supports a CDBG allocation of $928,101 and a HOME allocation of $409,794 for FY25. The City will submit this plan, along with a list of funded projects, to HUD before August 15, 2024. The draft plan is available on the City’s website and can be found on the Community Development webpage at https://www.murfreesborotn.gov/112/Community-Development.

Two Public Review Meetings were held on March 27, 2024, and June 12, 2024, at the Murfreesboro Municipal Airport to gather input on the draft Action Plan. Nonprofit agencies submitted applications to assist the City in executing the plan. These applications were vetted, and funds were awarded to agencies providing services that benefit low-to-moderate income individuals in the City.

Detailed information about the FY2025 CDBG Allocation and FY2025 Home Allocation can be found at https://www.murfreesborotn.gov/ArchiveCenter/ViewFile/Item/2223. Copies of the Action Plan were available for public examination and comment for a 30-day period between May 21, 2024, and June 24, 2024.

The Community Development department will present future funding authorizations to the City Council based on the FY25 Annual Action Plan.
