In a significant move towards urban redevelopment and job creation, the Knoxville City Council has greenlit a nine-year tax incentive that paves the way for a major investment in the city’s north side. Mayor Indya Kincannon announced that the incentive would enable Knox OnCore to breathe new life into a neglected industrial site by investing over $30 million in the construction of ShotClub Social, a golf-themed family entertainment center.
Scheduled to be built on approximately 10 acres east of Interstate 275 and north of West Fifth Avenue, near Second Creek, the 40,000-square-foot facility aims to transform the long-vacant PSC Metals site. The project encompasses a comprehensive cleanup of the contaminated area and promises to introduce an array of entertainment options, including 60 golf driving bays, a 36-hole miniature golf course, a restaurant, an arcade, and duckpin bowling.
This ambitious redevelopment effort is expected to generate between 200 to 250 full- and part-time job opportunities, contributing significantly to the local economy. The decision to proceed with the tax incentive follows the city’s earlier investment of $5.5 million in overhauling an underdeveloped commercial corridor near the site, an initiative that significantly improved the area’s accessibility and attractiveness for private investment.
Between the summer of 2020 and May 2022, the I-275 Business Park corridor underwent a transformation, with 80 percent of the funding provided by federal sources. Efforts included the construction of a new extension for Blackstock Avenue and improvements to Marion Street and Baxter Avenue, enhancing connectivity and infrastructure in the vicinity.
Rebekah Jane Justice, the City’s Chief of Urban Design and Development, highlighted the project’s alignment with several key development priorities, including environmental remediation, job creation, and community engagement. The redevelopment forms part of a broader initiative to revitalize the North Central area, which has also seen significant investment in streetscape improvements and commercial development.
The collaboration between the city, Knox OnCore, the Knoxville Community Development Corporation (KCDC), the Tennessee Department of Transportation, and the state Department of Environment and Conservation underscores a collective commitment to transforming and revitalizing one of Knoxville’s previously blighted properties. ShotClub Social represents a significant milestone in the city’s ongoing efforts to stimulate economic growth and provide new recreational opportunities for its residents.
